The project involves the replacement of the structure on S.R. 2027 (Twilight Hollow Rd) spanning Interstate 70 (I-70) at the Speers Interchange (Exit 39). The existing S.R. 2027 bridge has a vertical clearance of 14.3 feet spanning Interstate 70 resulting in the bottom beams being periodically impacted by taller vehicles traveling on I-70. To address this situation, the proposed bridge will be raised to give adequate clearance of 16.5 feet over the interstate. Providing this increased vertical clearance will impact the S.R. 2027 approach roadways to the bridge as well as Guttman Avenue. Minor improvements to the eastbound I-70 on and off ramps at their tie ins with S.R. 2027 will also be required. Also, the new bridge will be wider to provide a southbound left turn lane for traffic making the left onto the eastbound I-70 on ramp. The project will only involve replacement of this structure, with no work proposed to either I-70 or the interchange. A public plans display was held on Wednesday February 13, 2019 which presented details on the project and traffic control during construction. During construction, we anticipate keeping the southbound direction open (from Charleroi towards California) and detouring the northbound direction with the detour using I-70 and the adjacent PA 88 interchange. We also anticipate a weekend where both directions of SR 2027 and the eastbound on/off ramps will all be closed to construct tie ins to a new structure which will be higher than what currently exits. The project is in final design with right of way acquisition in process. Prior to putting out the project to bid, we will hold a final public plans display in Fall of 2021 which may be virtual or online.
